For years, AKP provided Gülenists with all they had requested, according to the reports of prosecutors and police department. Gülenist movement had been receiving its financial gainings through public contracts provided to the firms within their Organization.

For years, AKP has provided Gülenits with everything they demanded

It has been explained in the indictment of Ankara Chief Public Prosecutor’s office and the report of National Police how the Gülenist group, on which AKP has started a process of dismissal, was placed within institutions and organization, primarily the Turkish Armed Forces (TSK); how it was guarded; and after what date it had become strong. It’s written in the indictment that ‘The constitutional amendment (2010 referendum) led the organization (Gülenists) to progress a lot; and, the organization began to see itself as the sole authority of the state.’

Following the coup attempt of July 15, over 50,000 public officers, especially in TSK and Police departments, have been dismissed from duty with the reason of their connection with the ‘Fethullahçı Terör Örgütü / Parallel Devlet Yapılanması – FETÖ/PDY (Gülenist Terrorist Organization / Parallel State Structure)’. The start of the activities of the Gülenist Organization has been marked in the ‘FETÖ/PDY Main Case’ indictment of Ankara 4th Heavy Criminal Court as the date of 2010 Constitutional Amendment.

‘Constitutional amendment made them strong’
In the indictment, where the 2010 Constitutional Referendum is defined as the point of start for Gülenist activities to rise, following statements have been included: ‘Parallel State Structure had acted with caution for its positions to not get jeopardized in the face of a possible military intervention, and remained in a passive stand between the years of 2003 and 2007. The Organization completed its organization in 2007, turned the balance of power for its advantage, and, then, worked its magic.’

‘Great importance given to TSK’
In the indictment, it is also stated that the Gülenist movement had gained power after the February 28 operation, and, during the new process that started with one year after the start of AKP’s rule in 2002, they had leaked into the army. It is also mentioned that there were not dismissals from the army after this period. The indictment reads, ‘After the year 2003, TSK did not dismiss any member known to be a Gülenist. And, after that point, initiative was handed over to the organization and they began to dismiss everyone within TSK who were not members of their movement.’

‘Gülenists within TSK were never monitored’
In the indictment where the special importance given to TSK by the Gülenist movement is highlighted, it’s worded that there was no serious attention given to the presence of members of the Parallel State Structure within TSK. Following are the statements: ‘Ergenekon and other military cases did not take place for lifting military guardianship over civic politics but rather for ensuring the Gülenist Organization to become dominant within the TSK. Among the founders of this Organization, witness Kemalettin Özdemir had explained that the ratio of the members of the Organization within TSK is about between 60 to 80 percent. There were no serious efforts against the Organization members within TSK. It’s also been claimed that those who were not admitted to the ordinary judiciary due to their organic ties with the Organization ended up getting placed in military courts as judges.

‘Militarist staff in judiciary’
The indictment also has references to how certain public officers preferred keeping the presence of the Organization as a secret, therefore, allowing the placement of thousands of judges and prosecutor in ordinary judiciary. It’s explained: ‘A significant part of public offices has hidden the necessary documents and information for the interrogations to continue, and, acted as if that organization which attempted to overtake the state does not exist. The imams and staff of this Organization within public offices, members of cosmic and crypto, and their sympathizers still keep influential and important positions under invasion. The Organization still has a significant militarist staff existing within judiciary. The Organization has thousands of judges and prosecutors that would make any unlawful decision and use the judiciary for the advantage of the organization through the state’s public power. Because of this situation that the judiciary is in, there have also been issues and problems in making and carrying out decisions against this Organization.

‘Incomes through public resources’
In the report prepared by the National Police with regards to the Fethullah Gülen Movement, emphasis is put on how the members of the Parallel State Structure gained earnings through public contracts during AKP rule. Signed by the Deputy Chief Police Officer Zeki Çatalkaya, the police department’s report gives information about how public contracts were given to the firms in connection to the Organization; public lands were handed over, without a cost, to charities, organizations, or educational institutions tied to the Organization; and reconstruction plans of the municipalities were directed in line with the interests of charities, organizations, firms, etc. connected with the Gülenist Organization.

‘Their demands were always met’
In this report, these methods that were followed in order for the Parallel State Structure to earn revenues are listed as the following: ‘Giving public contracts to the firms having ties with the Organization; carrying out administrative and legal actions against the rival firms in order to open space for the Organization within the market; leaking out confidential financial and investment plans of the firms; handing over public lands to charities, foundations, or educational institutions without a cost to the firms in connection with the Organization; designing the reconstruction plans of the municipalities in line with the interests of charities, organizations, firms, etc. connected to the Gülenist Organization; receiving money for the Organization in return for enabling businessmen to create networks abroad through their people posted at TİKA (Turkish Cooperation and Coordination Agency); favoring the firms connected to the Organization when monitoring and approving projects with public grants.’
